Make complaints to the police and take legal action. You should do so because these are the only ways of making the police change how they behave. In this case they are clearly not in full control of their dog. It is not a matter of money or getting back at anyone, but a responsibility you can take on if you wish on behalf of all of us. I don't like the compensation culture either, but what recourse do we have in these circumstances other than litigation? Good luck. (Can suggest solicitors if you want.) Frightening incident. The bite you got, compared to what a dog can do, isn't that bad. For you, it's the total shits, and you have every right to be pissed off. Have you talked to the Police yet about what they're going to do for you as an innocent bystander? Clearly they should be civilly liable for *something*.
